Elevating Subnational Leadership: Under2 Coalition supports LGMA COP30 Position
As the global community looks ahead to COP30, the LGMA Constituency’s joint position offers a clear roadmap for strengthening multilevel climate governance and amplifying subnational leadership in the climate process.
At the Under2 Coalition, we strongly support this call. It reflects the growing recognition that states, regional, and provincial governments are not just implementing partners, they are essential drivers of global climate ambition and accountability.
The LGMA’s emphasis on direct access to climate finance, structured coordination across levels of government, and transparent mechanisms for tracking progress mirrors our own approach through Subnational Transition Plans. Across our network, more than 70% of our governments are already advancing these plans, many are just as ambitious or more ambitious than their national counterparts.
Subnational governments are demonstrating what’s possible: cutting emissions, creating jobs, and delivering just and resilient transitions. The momentum is real, and it’s local.
As the world prepares for Rio, Belem and beyond, aligning behind the LGMA position is a critical step toward embedding subnational leadership at the heart of the COP30 agenda.
