EU’s Steel and Metals Action Plan: A step forward, but clearer action needed to deliver steel transition

“It’s encouraging to see the EU reinforce its commitment to supporting the steel transition in The Steel and Metals Action Plan. Accelerating the shift to green steel is key to securing the sector’s long-term future - ensuring it remains globally competitive while meeting climate goals. 

The plan’s focus on energy costs, trade fairness, and lead markets is a positive step, but bolder action is needed to scale low emission steel. Stronger demand signals - including through green public procurement - will be key to making low emission steel business-as-usual. Governments, as major steel buyers, must set clear timelines for phasing out fossil fuel-based steel and implement a clear roadmap to support private sector investment in near-zero materials. 

SteelZero members, are stepping up as frontrunners - committing to buy low emission steel and working with their supply chains to make the transition happen. But they can’t do it alone. Steel usersneed stable policy frameworks and stronger incentives to drive demand for a thriving market for near zero steel. The EU’s commitment to lead markets is welcome, but it must translate into concrete measures that support these early movers and ensure others follow. 

It’s also vital that the EU prioritises truly clean solutions, ensuring public funding supports green hydrogen and direct electrification over fossil fuel-based alternatives. The SMAP signals the EU is heading in a green direction – and steelmakers can’t afford to wait. Delays in deep decarbonisation will only make the transition harder further down the line. Steelmakers have to respond as delayed action will have severe impacts.    

The EU has laid an important foundation, but now the focus must be on delivering urgent action. By doing so, Europe can lead the way in building a thriving, sustainable steel industry fit for the future.”
