The Transport Dispatch: on momentum in India, California's license to lead, and what's needed to drive a just EV transition

Written by Admin | Jun 4, 2025 11:00:00 PM

The Transport Dispatch is our take on what will be important for the global shift to a clean transport future.

Our transport experts regularly share their insights and analysis from the frontline of the EV transition, and you’ll hear from partners and members of our influential EV100 network.

Edition #5 | June 2025

1) Collaboration will play a critical role in building India’s zero-emission transport future

Policy leaders, companies, civil society organisations and researchers came together in New Delhi last month to discuss the growing momentum behind fleet electrification in India – and look for opportunities to speed it up.

The EV100 India Conclave was a milestone gathering of over 130 participants committed to advancing zero-emission transport in the country. It was convened by Climate Group with e-FAST India, the country's first platform for collaboration between government and private sector, and the Indian government’s policy think tank NITI Aayog.

Interactive formats and candid discussions allowed participants to share insights and connect with peers driving innovation.

What are the latest policy and market developments in medium and heavy trucking? What can we learn from early electric truck pilots by businesses in the country? Which challenges are preventing widescale EV adoption?

There was one conclusion that ran through the day: Collaboration will play a critical role in enabling India's clean transport future. Here’s a full read-out

We launched two new reports at the event:

The insights and partnerships emerging from the Conclave will help inform the next phase of EV100’s work in India, particularly as we look to support scalable, real-world deployment of electric trucks in complex and high-demand use cases.

2) A just EV transition? We need a clear policy framework – and private sector investment

The International Transport Forum (ITF) is a milestone OECD event tackling the decarbonisation of global transport.

Dominic Phinn, our Head of Transport, was in Leipzig, Germany, for this year’s event, where we co-hosted and moderated a session on driving innovation and a just EV transition.

His key takeaway?

“Clear, consistent policy frameworks are essential to encourage private sector investment in the transition – both from fleets and from innovators driving breakthrough technologies.”

In Leipzig, government representatives – in particular from emerging markets – emphasised the importance of flexible policies to allow stronger public-private partnerships. And all participants stressed the importance of knowledge sharing – a core element of our EV100 network.

Climate Group's refreshed EV100 membership offer will provide even more opportunities for exchange and collaboration. We’re looking forward to sharing more in our public EV100 relaunch at the end of the month – stay tuned.

3) As California stands to lose a license to lead, corporate leadership needs to be at the fore

EPA waivers have historically allowed California to set its own vehicle emissions standards. By creating rules that were more ambitious than federal requirements, the state could lead on transport policies, including the deployment of zero-emission vehicles. These have been adopted by several other states, and served as a key tool to stimulate the supply of additional vehicles.

But now, the US Congress has voted to revoke California’s waivers on these key ZEV mandate rules.

As court fights determine the legality of these actions, California regulators consider their next steps, and policymakers turn to other tools, these potential changes introduce new uncertainty into the regulatory landscape for fleet operators, vehicle manufacturers, and infrastructure providers.

California’s approach has long been a catalyst for innovation and progress in clean transport, and many stakeholders are watching closely to understand how this decision may affect ongoing and future initiatives.

At Climate Group, we recognise the vital role that clear and consistent policy plays in enabling businesses to plan investments, scale adoption, and deliver on climate goals.

We will continue to engage with our partners across the US, including in California, to track the implications of this policy change, ensure that corporate leadership in transport decarbonisation remains at the fore, and maintain progress in the US EV transition.

While policy environments may evolve, the strong momentum behind electrification from the private sector continues. The latest proof? The 2025 global EV outlook of the International Energy Agency (IEA).
