Baku, Azerbaijan – In response to Brazil's NDC, our Executive Director for Governments and Policy, Champa Patel, said: ''Brazil is a key country, and it can show real climate leadership. With the US likely to step back in the coming years, we need others to step up more than ever and Brazil's NDC is a test of its ambition. It is welcome that the country aims to reduce emissions by up to 67 percent - but to stay within 1.5 degrees of temperature rise, we need a higher ambition, especially as it’s hosting COP30.
Worryingly, where countries should urgently be phasing out fossil fuels, Brazil actually plans to increase its oil and gas production by 36% by 2035. So, while the increase in emissions reductions is a positive step, the cuts could have been higher if Brazil would back away from fossil fuels at the same time.
And there’s due a lack of detail in Brazil’s NDC around sector-specific plans and the role of the financial sector, which makes it hard to assess how it aims to reach it goals.
But there’s still time. We're glad to see Brazil's NDC mentions the Coalition for High Ambition Multilevel Partnerships that was agreed at COP28 - it's essential to include all levels governments, but also businesses, for climate implementation, and so is civil society. Brazil can show how all of society can come together to drive a just climate transition – it needs to seize the opportunity of its COP30 presidency to do so.''
